These are government charges, separate from Smart Girl Developments advisory fees. Amounts below are selected published fees, not a full project estimate. Official links open in a new tab so this desk stays available.

01

Rezoning & Specific Plans

Change the zoning district or establish a Specific Plan. Entitlements are the approvals a project needs; there is no single entitlement fee.

Selected fees for Rezoning & Specific Plans
Fee / reviewPublished amount
Standard zone change$2,050
SP: 0–5 homes / smallest nonresidential tier$2,900
SP: 6–25 homes / middle nonresidential tier$4,500
SP: 26+ homes / largest nonresidential tier$6,100
SP building-permit review$850
Zoning text amendment$4,000

SP nonresidential tiers are under 10,000 sq. ft., 10,000–25,000 sq. ft., and over 25,000 sq. ft. Planning confirms the applicable tier, including mixed-use requests. These are separate charges for different actions, not a combined price.

How to prepare & file
  1. Discuss the proposal and land-use policy with Planning before preparing the filing.
  2. Request an ePlan Planning account from ePlanPlanning@nashville.gov; setup can take several days. Upload the correct application, plans and supporting documents through the portal.
  3. Check the application, payment and public-notice deadlines. Planning Commission review and Metro Council action are separate stages of a zoning change.

Have ready

  • Address and parcel ID
  • Owner authorization and application signatures
  • Proposed district or SP concept, plans and project narrative
02

Subdivision & other planning approvals

Create or adjust lots, advance a site plan, or pursue a policy amendment or overlay. The correct filing depends on what the property needs.

Subdivision approval does not itself change zoning. Recording, utility, engineering and other review costs may also apply. Use Planning’s full directory for a community-plan amendment, overlay or other specialized request.

How to prepare & file
  1. Confirm the plat or plan type with Planning and your survey/design team.
  2. Download the relevant application and checklist, then file through ePlan Planning using the current submittal calendar.
  3. Follow staff review, approval conditions and any recording or bonding requirements.

Have ready

  • Current survey / proposed plat or site plan
  • Owner authorization
  • Supporting checklist and review materials

  2. Email the completed BZA application, applicable supplemental forms and checklist materials to bza@nashville.gov.
  3. Follow the processing and payment instructions and confirm receipt, completeness, public notice and the hearing date.

BUILD THE WHOLE BUDGET

Application fees are one part of development.

Allow separately for surveys, architecture, engineering, legal and title work, notices, recording, utility capacity and connections, bonds, inspections, infrastructure and construction. Additional state, regional or utility-provider approvals may apply. Which costs apply depends on the parcel, use and scope.
